Biography
Scott Fuller is an enterprise health system leader with over thirty years of progressive experience combining operational discipline with mission-driven leadership. Having overseen $1 billion+ P&L, Fuller focuses on quality, financial sustainability, and measured performance improvement while advancing health equity and clinical excellence.
At Texas A&M Health Science Center, Fuller oversees clinical operations, enterprise strategy, and a $1 billion real estate portfolio. He assisted in creating a biotech startup incubator with the ENMED program and orchestrated the acquisition of a $40 million cGMP-certified pharmaceutical facility for $8.5 million. As a leader in the enterprise-wide clinical information system implementation, Fuller championed analytics-enabled population health capabilities. He continues to forge and maintain business and clinical partnerships with Baylor Scott & White, CommonSpirit, Memorial Hermann, and Houston Methodist. During the 2019-2020 public health emergency, Fuller coordinated incident command operations, securing PPE and diagnostic resources. He directed vaccine operations, managing allocation, cold chain management, and compliance.
Fuller served as President and CEO of Ascension Texas Regional Hospitals and Joint Ventures, where he led six acute care hospitals and 15 joint ventures, with combined net revenue of approximately $1B and EBITDA of roughly 20 percent. As a Board Member of Seton Health Alliance, he provided governance to an organization managing 3,600 physicians and 300,000 covered lives, achieving $31 million in shared savings.
At Seton Northwest Hospital, Fuller drove EBITDA growth from 5 to 15 percent through operational discipline and strategic development. He secured ANCC Magnet designation, expanded women’s and neonatal services by 30 percent, and led a $40 million modernization of the facility. His digital triage innovation achieved 90% patient satisfaction and significantly reduced emergency department wait times.
Previously, as COO at Seton Highland Lakes Hospital, he reversed operating losses, doubled revenue, expanded from 2 to 5 rural clinics, and achieved 20% EBITDA while implementing a STEMI program and earning Nurse-Friendly and iVantage Top 100 Critical Access Hospital honors.
Early in his career, Fuller served as an investment banker at Shattuck Hammond Partners, focusing on healthcare mergers and acquisitions. He held strategic and financial planning roles at Scott & White and Phoenix Children's Hospital.
Fuller holds a Master of Health Services Administration from Arizona State University and a Bachelor of Science from Brigham Young University. He is a Fellow of the American College of Healthcare Executives.
