Student Committee Descriptions

The Disaster Day Student Planning Committee (SPC) consists of approximately 40 student leaders from the Colleges of Medicine, Nursing, Pharmacy, and the School of Public Health (the College of Dentistry has opted out given geographic location).  Composition of the SPC approximates the FEMA model for incident command, and is divided into four organizational areas: planning, finance and administration, external relations, and operations.  Each of these areas consists of two subcommittees for a total of 8 interprofessional subcommittees as follows:  case development and training, supplies, finance, administration, public relations/media, external participation, volunteers, and moulage.  Responsibilities for each subcommittee are described below.

Planning

Case Development & Training Committee

  • Drafts cases for current event
  • Submits final drafts to faculty advisors and HSC Disaster Day Steering Committee
  • Makes case cards for event day
  • Coordinates with Volunteer Committee to distribute cases to volunteers
  • Case Development & Training Committee Chair works with Volunteer Committee Chair to plan and execute volunteer training with assistance from respective committee members

Supplies Committee

  • Inventories existing supplies
  • Works with the Case Development & Training Committee to identify and secure all necessary supplies (non-moulage)
  • Organizes and executes transport, tracking, and return of supplies
  • Coordinates event day Central Supply

Finance & Administration

Finance Committee

  • Prepares budget for current event
  • Determines fundraising needs
  • Identifies, contacts, and thanks potential donors
  • Secures fundraising goal
  • Manages expenditures for all Disaster Day purchasing
  • Provides regular financial reports to faculty advisors and HSC Disaster Day Steering Committee

Administration Committee


  • Works with Incident Commander (IC) and Deputy Incident Commander (DIC) to schedules SPC meetings
  • Drafts action items from SPC meetings and forwards to IC and DICs for review and dissemination
  • Designs, orders, and disseminates Disaster Day T-Shirts
    • Shares t-shirt design with Public Relations/Media Committee
    • Gets approval from faculty advisors and HSC Disaster Day Steering Committee
    • Organizes shirt dissemination for SPC prior to event day
    • Organizes volunteers shirt orders and dissemination on event day
  • Organizes necessary food/beverage related to Disaster Day
    • Contacts restaurants for donations
    • Secures proper permission for giving letters to restaurants
    • Shops for food items and organizes serving items
    • Organizes pick up and dissemination of food donations
    • Ensures cleanup
  • Other tasks identified during the course of planning

External Relations

Public Relations/Media Committee

  • Ensures broad and appropriate dissemination of event information to local, state, and national stakeholders
  • Liaises with the HSC Office of Governmental & Public Affairs to disseminate information
  • Develops event messaging and trains event participants in appropriate chain-of-command for Public Relations
  • Orchestrates VIP attendance for event day

External Participantation Committee

  • Acts as liaison to all event participants external to the Health Science Center (e.g. Vet Med, Blinn College)
  • Reports proposed external participation to SPC for consideration
  • Organizes external participation for event day

Operations

Volunteers Committee

  • Recruits faculty to participate in event day as observers and facilitators
  • Recruits student/community volunteers for coverage of patient roles
  • Coordinates with Case Development & Training Committee to distribute cases to volunteers
  • Facilitates check-in of volunteers on event day
  • Volunteer Committee Chair works with Case Development & Training Committee Chair to plan and execute volunteer training with assistance from respective committee members

Moulage Committee

  • Works with a moulage expert(s) and liaises with Case Development & Training Committee to identify and secure requisite moulage-related supplies (e.g tarps, makeup, soot, ripped clothes, etc.)
  • Organizes moulage stations on event day and ensures efficient flow of volunteers
  • Applies moulage to volunteers on event day
  • Ensures moulage clean up on event day
