Joint Interim Committee on Higher Education

Established by SB 1652, to study the structure, organization, administration, operations, funding and staffing of state higher education institutions. The committee is to make recommendations regarding organizational changes, funding and incentives for sharing arrangements to improve productivity, accountability measures and performance incentives, consolidation or reorganization of university system offices, consolidation or reorganization of university systems, potential reductions in personnel and other cost savings, and a plan for deregulating seminaries and similar institutions. The interim committee is composed of six members of the House appointed by the Speaker, six members of the Senate appointed by the Lieutenant Governor, and four public members appointed by the Governor. It will be co-chaired by the chairs of the House and Senate committees with jurisdiction over higher education. The committee is to deliver its report to the Governor, Lieutenant Governor, Speaker, and members of each house’s higher education committee by Nov. 1, 2004.

Established by SB 3015 re: tuition deregulation. Composed of six members of the House and six members of the Senate. The committee is to monitor each institution’s progress toward its master plan goals and “Closing the Gaps” and each institution’s compliance with performance criteria on graduation and retention rates, enrollment growth, educational quality, enhancement of minority participation, opportunities for financial aid, and affordability.
